<p>This is the second installment asking why the <a href="http://bahairants.com/time-for-ruhi-to-show-us-the-money-part-i-408.html">Baha&#8217;i Ruhi courses should &#8220;show us the money&#8221;</a>. If you missed the first part, then click on the previous link to go back and read it. You can skip it but doing so would be like walking into an LSA meeting; it&#8217;ll only leave you confused and unsatisfied.</p>
<p>While Ruhi is attuned to the cultural norms of Colombia, either by design or accident, that does not guarantee or prove that it is a success. That is, proving or showing that there was an inherent fit between the structure or style of the course and the country in which it was first implemented is one thing, showing that it was a success in that country is another matter.</p>
<p><img class="alignleft" src='http://bahairants.com/wp-content/uploads/2009/04/hofstede-cultural-constants-colombia-uk.png' alt='hofstede-cultural-constants-colombia-uk' />By the way, the culture that Arbab himself was most familiar with and attuned to, Iran, bears a striking resemblance to that of Colombia. And I&#8217;m sure that throughout the process of development, the Ruhi course was in turn molded and shaped into what it is by the very fact that the feedback was coming from Colombians (and not, say, from the UK). So although, initially, it may have had a loose shape, over the many iterations and refinements it underwent, Ruhi progressively came to more and more resemble its environment. And to summarize from Part I, these were: a preference for black and white absolutes (rather than greys), group or collective organization (rather than individuals) and hierarchical (rather than egalitarian) structures.</p>
<p>So under such idyllic conditions: having the full support of the National Spiritual Assembly of the Baha&#8217;is of Colombia and the Universal House of Justice (along with the ITC), having sufficient financial backing &#8211; provided by the institutions &#8211; to initiate the project and to refine it iteratively, having a long gestation and maturation to perfect the courses, having a complementary style to the culture of Columbia, <strong>was Ruhi successful?</strong> </p>
<p>And by this I don&#8217;t mean did very many Baha&#8217;is in Colombia participate in Ruhi courses, but did Ruhi deliver results? In other words, <strong>did Ruhi increase the size of the Colombian Baha&#8217;i community?</strong> After all, this is why it was created.</p>
<p>If that is news to you, let me pause to explain. The Baha&#8217;i community had seen, randomly scattered, large scale conversions before. The challenge was that although a great multitude would enter after a successful teaching campaign, within a short period of time they would drift away or become inactive. Ruhi was created as a systematic method by which human resources could be developed to deepen these new believers and involve them in community life and then, eventually, to engage in another round of teaching campaigns. And so on and so on. This is what &#8220;exploiting the framework for action&#8221; means. This is what the now common catchphrase &#8220;intensive programmes of growth&#8221; or IPG means.  After all, you can&#8217;t have IPG without the G or <u>growth</u>.</p>
<p>But even so, questioning the efficacy of Ruhi at first may seem silly. After all, we all know that Ruhi has expanded beyond Colombia and is now implemented in all Baha&#8217;i communities around the world. And yet, the question remains, petulantly tapping its feet, waiting to be answered. It reminds me of the introspection undertaken by <a href="http://blog.christianitytoday.com/outofur/archives/2007/10/willow_creek_re.html">Willow Creek Church</a> (thanks to Steve for bringing it to our attention through <A href="http://www.bahaisonline.net">BahaisOnline</a>):</p>
<blockquote><p>&#8220;Participation is a big deal. We believe the more people participating in these sets of activities, with higher levels of frequency, it will produce disciples of Christ.&#8221; This has been Willow’s philosophy of ministry in a nutshell. The church creates programs/activities. People participate in these activities. The outcome is spiritual maturity. In a moment of stinging honesty Hawkins says, &#8220;I know it might sound crazy but that’s how we do it in churches. We measure levels of participation.&#8221;</p>
<p>Having put so many of their eggs into the program-driven church basket, you can understand their shock when the research revealed that &#8220;Increasing levels of participation in these sets of activities does NOT predict whether someone’s becoming more of a disciple of Christ. It does NOT predict whether they love God more or they love people more.&#8221;</p>
<p>Having spent thirty years creating and promoting a multi-million dollar organization driven by programs and measuring participation, and convincing other church leaders to do the same, you can see why Hybels called this research “the wake-up call” of his adult life.</p></blockquote>
<p>A qualitative study such as the one Willow Creek undertook is challenging because it measured factors that aren&#8217;t easily quantified. But a study of the efficacy of Ruhi in promoting numerical growth would be rather simple. For example, what if we compared the communities in Colombia that were doing Ruhi in the 1970&#8242;s and 1980&#8242;s to those in surrounding Latin American countries that hadn&#8217;t yet done Ruhi? Such a study would, more or less, isolate Ruhi as the only factor while keeping the same time, culture, economic development, etc.</p>
<p>If we feel extra adventurous, why not look at not just quantitative results but also qualitative ones? After all, if Ruhi can and did improve the quality of our communities, then eventually, those communities would be much more attractive to seekers and as a corollary, they would experience numerical expansion.</p>
<p>So where is our very own survey to find out if Ruhi was a success in Colombia? </p>
<p>As far as I know there hasn&#8217;t been any. Although we seem to have become enamored with statistics, keeping track of how many people are taking Ruhi 1 vs. Ruhi 2 or how many A or B or C clusters there are, etc. Similar to Willow Creek&#8217;s old approach, all the statistical activity is bent on monitoring the uptake of the Ruhi program, not about its efficacy. And that should be alarming to all Baha&#8217;is.</p>
<p>But the feedback is there, in the numbers, if you look carefully. After all, positive results can not hide for long.</p>
<p>Think about it: we&#8217;re talking about a sequence of courses, implemented with the full backing of the institutions, in the most fertile environment, for over <strong>forty years</strong>. Read that again. Ruhi is 40 years old. The exact birth date is nebulous but it is most often cited as being started in late 1960&#8242;s and early 1970&#8242;s. What that means is that teenagers that were in the first, rudimentary, Ruhi study circles organized by Arbab are now well into middle age. Forty years is two generations!</p>
<p>So, what has Ruhi done for the Colombian Baha&#8217;i community after more than 40 years of continuous application? </p>
<p>That is, I think everyone will agree, a fair question to ask. Nowhere else is Ruhi so well suited, nowhere else has Ruhi so much continuous experience, nowhere else has Ruhi undergone so much development than in Colombia. </p>
<p>Has Ruhi set Colombia ablaze with the fire of the Baha&#8217;i Faith?</p>
<p>Has Ruhi, after 40+ years, instigated and fueled &#8220;entry by troops&#8221; in Colombia?</p>
<p>Has Ruhi attracted new believers, swelling the rank of Baha&#8217;is in Colombia?</p>
<p>Has Ruhi then deepened these new believers, retaining them and propelling the Colombian Baha&#8217;i community ever forward?</p>
<p>Has Ruhi cut a swath through the social fabric of Colombia as easily as a Jewish mother through self-esteem?</p>
<p>If anyone can show that after 40+ years there is an avalanche of results that makes Ruhi irrefutably the success that it is trumped up to be to the rest of the world; then all criticism will be swept aside with one fell swoop.</p>
<p>This should be an incredibly easy task. And it would silence, if not all critics of the Ruhi approach, then most certainly this one. Who dare argue with results? Who dare question or criticize the method when it has brought clear success? Who dare suggest cutting down the tree that yields such goodly fruit? Not I.</p>
<p>Extra credits go to those that can not only provide Baha&#8217;i sourced data that shows an explosion of growth in the Baha&#8217;i community of Colombia but also confirmation through third-party sources such as government census data or university research reports, etc.</p>
<p>I&#8217;ve searched high and low but have not found any such data. This is why I&#8217;m putting out an <em>All Points Bulletin</em> (APB). This is the intertubes and they wind their way into all sorts of places. If you are reading this and know of such data or where it can be found, then please drop a comment below and enlighten us all. If any Baha&#8217;i is reading this from South America or dare I say it? Colombia&#8230; then please make gentle inquiries to your NSA or provide letters, year end reports, or whatever official documentation you can to shut up the critics of Ruhi for good.</p>
<p>Please note that I&#8217;m being extremely gentle in this regard because had there been such success, all Baha&#8217;is would have heard about it in great detail. And yet, I look forward to being proven wrong because then it will afford me the opportunity to learn something.</p>
<p>If, after 40 plus years of gestation and maturation, through continuous implementation and iterative development and perfection; with a program structure incredibly attuned to and complementary to the culture of its host environment; with the full financial, moral and administrative support of the Baha&#8217;i institutions; if with all these advantages, Ruhi can not provide significant results that prove its efficacy beyond a doubt in its native country of Colombia&#8230; then by what rationale should we expect it to suddenly start to succeed now? and especially in other, much more hostile cultures?</p>
<p>The next step would be clear:</p>

<p>Before I can explain why it is time for Ruhi to &#8220;show us the money&#8221; (by which, I mean <em>results</em>), allow me a slight digression into the fields of anthropology and sociology. With your indulgence the connection to Ruhi will be shortly obvious.</p>
<p>A few years before Arbab began to work on <a href="http://bahairants.com/the-song-remains-the-same-49.html">Ruhi and FUNDAEC</a>, a Dutch gentleman by the name of Geert Hofstede, was working on a large project for IBM. Within the human resource department of IBM, Hofstede&#8217;s main task was to travel the world and to gather information on how the different branches of IBM in different countries worked in order to glean lessons of best practices. While engaged in this work, he stumbled onto a framework for assessing culture. In essence, the data staring back at him started to form itself into patterns. Very soon, what the Myers-Briggs Type Indicator was to individual personalities, Hofstede&#8217;s Dimensions were to collective personalities &#8211; otherwise called, culture.</p>
<p>Technically there are 5 axes but for our purposes we need only explore 3 of them. If you would like to find out more, you can check out Hofstede&#8217;s <a rel="nofollow" href="http://www.geert-hofstede.com/">own website</a>, wikipedia or your friendly, neighborhood sociologist or anthropologist. In any case, the three axes or dimensions relevant to our discussion are:<br />
<span id="more-408"></span></p>
<ol>
<li><strong>Power Distance Index (PDI)</strong> that is the extent to which the less powerful members of organizations and institutions accept and expect that power be distributed unequally. Low power distance (e.g. New Zealand) expect and accept power relations that are more consultative or democratic. People relate to one another more as equals regardless of formal positions. Subordinates are more comfortable with and demand the right to contribute to and critique the decision making of those in power. In High power distance countries (e.g. Malaysia), less powerful accept power relations that are more autocratic and paternalistic. Subordinates acknowledge the power of others simply based on where they are situated in certain formal, hierarchical positions. As such, the Power Distance Index Hofstede defines does not reflect an objective difference in power distribution, but rather the way people perceive power differences.</li>
<li><strong>Individualism (IDV)</strong> on the one side versus its opposite, collectivism, that is the degree to which individuals are integrated into groups. On the individualist side we find societies in which the ties between individuals are loose: everyone is expected to look after him/herself and his/her immediate family. On the collectivist side, we find societies in which people from birth onwards are integrated into strong, cohesive in-groups, often extended families (with uncles, aunts and grandparents) which continue protecting them in exchange for unquestioning loyalty.</li>
<li><strong>Uncertainty Avoidance Index (UAI)</strong> deals with a society&#8217;s tolerance for uncertainty and ambiguity; it ultimately refers to man&#8217;s search for Truth. It indicates to what extent a culture programs its members to feel either uncomfortable or comfortable in unstructured situations. Unstructured situations are novel, unknown, surprising, different from usual. Uncertainty avoiding cultures try to minimize the possibility of such situations by strict laws and rules, safety and security measures, and on the philosophical and religious level by a belief in absolute Truth; &#8216;there can only be one Truth and we have it&#8217;. People in uncertainty avoiding countries are also more emotional, and motivated by inner nervous energy. The opposite type, uncertainty accepting cultures, are more tolerant of opinions different from what they are used to; they try to have as few rules as possible, and on the philosophical and religious level they are relativist and allow many currents to flow side by side. People within these cultures are more phlegmatic and contemplative, and not expected by their environment to express emotions.</li>
</ol>
<p>Now, let us assess the culture of Colombia, the country that Arbab found himself in, half-way around the world from Hofstede, as he was busy putting the finishing touches on his soon to be famous framework. The highest Hofstede Dimension for Colombia is Uncertainty Avoidance (UAI) at 80. This means that as a society, Colombia has a very low level of tolerance for uncertainty. It is a culture where people strongly prefer to have things spelled out clearly. They are comfortable and seek out absolutes and recoil from unstructured situations or &#8220;grey&#8221; areas, whether that is from a philosophical, religious or practical stand point. Their ultimate aim is to control life and to eliminate or avoid the unexpected. Colombians know exactly what they believe and they have little tolerance for other ideas or theories.</p>
<p>According to Hofstede, Colombians have a rather high tolerance for power inequality. Their PDI score is 67 &#8211; this means not that there is inequality, but that people are comfortable with the idea of stratification in society. Those with higher rank are used to perks and people with lower rank know their place. This is a culture where there is a strong sense of hierarchy and formality. </p>
<p>Finally, Colombia has a very low Individualism (IDV) score: 13. This is not the lowest in the world but there are only 4 other countries (out of the 56 in the Hofstede database) with lower IDV scores; and they are all Latin American countries as well. This score means that the country prefers collectivism compared to individualism. Colombians identify themselves as members of a group, family, extended family, etc. They are loyal as this quality over-rides the majority of other societal values. This society functions by the unwritten rule that through strong relationships, people take care of each other.</p>
<p>By now gears will have been turning in your head as you put the pieces together. Whether Arbab realized it or not, the Ruhi course is perfectly molded to fit the cultural norms of Colombia! They prefer to have things in black and white; so filling in the blank with only one possible answer is ideal. They are comfortable with hierarchy and rank, so having a tutor lead the class through a sequence of courses makes perfect sense. And joining a group study circle (rather than individual study) again fits perfectly because culturally, they identify with groups and are happy to conform and subjugate their individuality.</p>
<p><img class="alignleft" src='http://bahairants.com/wp-content/uploads/2009/04/hofstede-cultural-constants-colombia-usa.png' alt='hofstede-cultural-constants-colombia-usa' />Obviously by now you are aware of the <a href="http://bahairants.com/ruhi-redux-68.html">criticisms leveled at Ruhi</a>. For now, let us ignore the well deserved critiques which point to the vast number of errors within the course. Let&#8217;s simply compare the culture of Colombia and the USA to see if it can explain why Baha&#8217;is in the US are chaffing at the pressure to take Ruhi courses.</p>
<p>Even a cursory glance tells us what we intuitively knew. These are vastly different cultures! If we tried, we could find two that were less alike but what would be the point? The culture of the US is very individualistic with a IDV score of 90. People are self-reliant, automonous; they want to be &#8220;their own man&#8221; (or woman). </p>
<p>The PDI for the US is low at 40 (the world average is 55). This means that Americans do not like authority, they prefer to live on equal footing with others; their ideal is a consultative or democratic society with few hierarchies or rank. And finally, the UAI score is low at 46. This means that US citizens are comfortable and prefer few rules. In contrast to Colombians, they are perfectly at ease in a situation where the outcome is unknown or unexpected. They thrive in the &#8220;grey&#8221; areas of life. There are only 6 other countries (out of 56) which have a lower UAI score. Culturally, Americans are tolerant of a variety of beliefs and ideas and do not feel the need to impose their own views on others.</p>
<p>Now, I have to inject a caveat. This is a scientific model to describe cultures. It should not be mistaken as being deterministic. There are always individuals within cultures that do not adhere to the norms (just ask George W. Bush about imposing his views on others) but the purpose of such broad strokes is to generalize accurately about the overall character of a specific culture.</p>
<p>This framework explains what we&#8217;ve already seen across the world-wide Baha&#8217;i community as Latin American Baha&#8217;is love Ruhi, while North American and European Baha&#8217;is are <a href="http://bahairants.com/reports-show-communities-ignoring-ruhi-482.html">largely ignoring it</a>. It is no wonder then, that the Ruhi course was so successful as it grew from the small Cauca valley north of Cali to nearby villages, then surrounding cities, and finally whole new regions of Colombia. </p>

<p>A <a rel="nofollow" href="http://www.saultcollege.ca/Courses/courses.asp?UN=5449&#038;groupcode=CED">community college</a> in Ontario, Canada is offering the Ruhi course. Or at least the first book in the sequence:</p>

Through class discussion and self-reflective exercises you will explore the following areas: Understanding the Baha&#8217;i Writings, Prayer, and Life and Death. The workbook, Reflections on the Life of the Spirit, Ruhi Institute can be purchased from the Campus Shop.</p></blockquote>
<p>Unless I&#8217;m mistaken, this is the first time a <a href="http://bahairants.com/ruhi-redux-68.html">Ruhi course</a> has been offered by a non-Baha&#8217;i educational institution.</p>
<p>EDIT: <font color="#686868">I&#8217;m told by <a href="http://bahairants.com/sault-college-offers-ruhi-course-564.html#comment-60140">Steve M in the comments below</a> that this isn&#8217;t the first instance at all.</font></p>
<p>This is great news! Now perhaps we can have non-Baha&#8217;is take Ruhi while we get on with actually doing something, <em>you know</em>, useful.</p>

			<content:encoded><![CDATA[<p>During the last Baha&#8217;i National Convention, Bill Davis addressed the convention attempting to re-direct their attention away from the NSA&#8217;s own annual report, which presented an honest assessment of the situation on the ground in Baha&#8217;i communities in the US, to the letter from the UHJ directing Baha&#8217;is to &#8220;stay the course&#8221;. </p>
<p>Towards the end of the remarks Bill Davis says (4:37):</p>

<p>&#8220;We do not want to find ourselves pushing a rewind button and arguing over core curriculum and Ruhi.&#8221;</p>
<p>If you have no idea what this is about, then this short <a href="http://bahairants.com/house-of-justice-letter-april-19-2007-response-to-nsa-us-342.html">summary should be illuminating</a>.</p>
<p>The reason that excerpt stands out for me is that it means there <em>were</em> disagreements over Ruhi and core curriculum with some obviously feeling very strongly against it. And so much so that the NSA as a body wrote that letter basically calling both Ruhi and core curriculum, bunk. But the UHJ came down on them like a tonne of bricks. Sending an enforcer to oversee the National Convention from the ITC as well as erasing the NSA&#8217;s own annual report and replacing it with their own.</p>
<p>I&#8217;ve uploaded the annual report for the <a href="http://www.scribd.com/doc/2575854/Core-Curriculum-Statistics-">largest Baha&#8217;i community in Canada</a>. The most interesting part is <em>Appendix 5</em> on page 3 which outlines the results of the implementation of the core activities for the past 5 Baha&#8217;i years, from 2004 to 2008.</p>
<p>I thought it may be fruitful in our discussions of Ruhi, the core curriculum and their acceptance by the community. According to the data in this report, there are </p>
<p>It is fascinating that after so many years and after such an intense focus and increasing insistence upon these rote activities, it has only resulted in about a third of the community to complete Book 1 of Ruhi and less than a tenth to complete Book 7.</p>
<p>Book 5 is also especially rejected/ignored by the community since only a handful have completed it. Book 5 is Raising up Animators of Junior Youth Groups. It may be because it was once a part of Book 3 and in 2005 inserted as its own &#8216;Book&#8217;.</p>

&#8220;We welcome the decision of the Institute&#8230;to move the book currently occupying the fifth position in the sequence to a set of courses branching out from Book 3 for preparing Baha&#8217;i Children&#8217;s class teachers and to insert in the fifth place a new book for raising up animators of junior youth groups.&#8221;<br />

<p>Or perhaps because it is a specialized &#8216;course&#8217; only a few people are interested to take it or need to take it to become &#8216;junior youth animators&#8217;.</p>
<p>In most communities, Ruhi is presented as a cumulative course and an individual can only take a subsequent book or course if they have done a previous one. So the fact that only about a hundred or so out of more than 1500 Baha&#8217;is (adults and youth) is very telling.</p>
<p>It is well known and accepted that for almost all Baha&#8217;i communities, there is a range of accuracy when it comes to membership data. The larger the community, the more difficult to get a truly accurate measure of membership. So instead of the 1560 number which includes all adults and youth, a more accurate number would be those with &#8220;good&#8221; addresses who still consider themselves Baha&#8217;is. </p>
<p>So lets be kind and estimate a more accurate measure of the population of Baha&#8217;is in this community by going with the number of people who have contributed to the Fund at least once during the year. This isn&#8217;t a perfect qualifier but it does mean that we are counting those who are, at minimum, involved with the community emotionally and physically. That number is roughly 40% or roughly 620 people. That gives us about 21% of these &#8216;active&#8217; members having done the full Ruhi courses.</p>
<p>Is that a &#8220;success&#8221; or &#8220;failure&#8221;? Ultimately that will depend on your views about Ruhi and your built in biases. Some will say that is a resounding success while others will see it as utter failure. Since the conclusion relies on what or how we define success or failure,  it is open to debate.</p>
<p>Personal I think that it would be a stretch to call this a success. After all, the active membership of the community would as easily and exuberantly take up tether ball or bird-watching if they were directed to do so in the same fervor and intensity that the ITC and UHJ has pushed Baha&#8217;is to take up Ruhi.</p>
<p>For me, among other measures, success should be demonstrated by how many regularly inactive Baha&#8217;is are drawn to Ruhi and finish it. After all, they are 60% of the community. As well, I have to wonder, if Ruhi is the bees knees, why haven&#8217;t 100% of &#8216;active&#8217; Baha&#8217;is completed it. It has been ongoing for, what? 8 years now. How many years will it take to convince the most loyal and active membership? And if Ruhi can not hold their attention or inspire these most loyal and devoted Baha&#8217;is, what hope does it have for the less active? the less devoted?</p>
<p>While the above example comes from one of the wealthiest and most developed countries in the world, we have another from a very different part of the world which shows remarkably similar levels of rejection for Ruhi. I say this because many believe that while Ruhi may be ineffective for western cultures, it is useful for less developed ones.</p>
<p>From the international convention held recently to elect the <a href="http://bahairants.com/meet-the-new-universal-house-of-justice-488.html">membership of the Universal House of Justice</a>, we have official reports that in India, more than 80,000 people have completed a Ruhi course, and some 6,000 people have completed all seven books in the series.	</p>
<p>That number may seem amazingly large&#8230;  until you consider that there are by some accounts <a href="http://bahairants.com/second-fastest-growing-religion-115.html">1.8 million Baha&#8217;is in India</a>. So let&#8217;s see, that would mean that less than 4.5% have done one single Ruhi course and about 0.0033% have done all 7.</p>
<p>Another idea is that while there may have been growth in devotional meetings and other worship related social events, how do we know if this was brought about as a consequence of Ruhi or core curriculum? how do we separate <a href="http://bahairants.com/ruhi-mistaking-correlation-for-causation-370.html">causation with just correlation</a>?</p>
<p>Finally, what no one can answer is what benefits and successes the community has given up by diverting attention to this end. How many individual initiatives were ignore? how many unrelated projects were sidelined in the single-minded quest to press everyone to walk in lock-step? Take a look at this 1987 document full of <a rel="nofollow" href="http://www.h-net.org/~bahai/docs/vol2/modest.htm">recommendations for the revitalization of the American Baha&#8217;i community</a>.</p>
<p>I wonder how many more years of this we will have to endure until this latest fad is finally dropped for its obvious ineffectiveness and rejection by the Baha&#8217;i community?</p>
<p>The problem is that there is group think gripping the highest levels of Baha&#8217;i administration. This is not the same as unity. For unity allows diversity of thought, action and methods. Instead, through the trend of <a href="http://bahairants.com/the-song-remains-the-same-49.html">ITC members being elected to the UHJ, and then turning around and appointing ITC members</a>&#8230; we have now a situation where there are many individuals at the highest levels of office who have a very personal vested interest in the success of Ruhi.</p>
<p>It is not an impartial question or concept. It is deeply embedded and deeply part of their contribution to the Baha&#8217;i world community. For it to be seen to have failed, or for them to admit that it has failed or been rejected by the membership, is not just a simple realization. It means accepting that their contribution has fallen short. Most people simply can not take that. Compound that by several like minded individuals and you have: <a rel="nofollow" href="http://en.wikipedia.org/wiki/Groupthink">group think</a>.</p>
<p>No where is the death grip of group-think more apparent than the categorical denial by the UHJ/ITC of the report prepared by the NSA. Who is more adept at gathering, analyzing and reporting what is going on within a community? the community itself? or a body that is half-way around the world?</p>
<p>Oh, right. Silly me. I&#8217;m trying to <a href="http://bahairants.com/highlight-from-us-national-convention-335.html">see with my own eyes and hear with mine own ears</a>.</p>

None of the accomplishments of the individual or the community could be sustained without the guidance, encouragement and support of the third participant in the Plan—the institutions of the Faith. It is heartening to see to what extent the institutions are promoting individual initiative, channelling energies into the teaching field, underscoring the value of systematic action, fostering the spiritual life of the community and nurturing a welcoming environment. In helping the community to remain focused on the aim of the Plan, they are learning in practical terms what it means to maintain unity of vision among the friends, to put mechanisms in place that facilitate their endeavours and to allocate resources in accordance with priorities wisely set…While tending to needs of this kind, the institutions find themselves increasingly capable of directing the thrust of the effort exerted by the generality of the believers towards the prosecution of the central tasks of the Plan. The role of the Local Spiritual Assembly is, like that of all other institutions, an evolutionary one, which will develop in relation to the processes of growth. Although observations in this area are still rather preliminary, certain broad conclusions are already discernible. Where Local Assemblies have acquired the new vision of growth and adjusted to the requirements of operating within the context of the cluster, they have greatly enhanced the teaching work. It has been observed in many clusters that the processes of growth are greatly enhanced where this leadership role is exercised through the Assemblies’ constant effort to maintain the vision of growth before the believers, allowing for the two essential movements to impact priorities, avoiding unnecessary distractions, providing the necessary resources, and reinforcing the plans and initiatives at the cluster level. Further, the dynamic force of individual example as the members of Assemblies themselves become personally involved in the cluster activities, actively supporting the efforts of the cluster agencies, is imperative. In other instances, particularly in the context of intensive programmes of growth, Local Assemblies with a high level of functioning are rising to the challenges created by the programme. Over the past four and a half years, as the believers throughout the world have striven to pursue the aim of advancing the process of entry by troops, it has become increasingly clear that the close of the present Five Year Plan will mark a decisive moment in the unfoldment of the historical enterprise on which the community of the Greatest Name is embarked. The elements required for a concerted effort to infuse the diverse regions of the world with the spirit of Bahá&#8217;u'lláh&#8217;s Revelation have crystallized into a framework for action that now needs only to be exploited. Our 26 December 1995 message, which focused the Bahá&#8217;í world on a path of intense learning about the sustained, rapid growth of the Faith, described in general terms the nature of the work that would have to be undertaken in meeting the challenges ahead. As a first step, Bahá&#8217;í communities were urged to systematize their efforts to develop the human resources of the Cause through a network of training institutes. While every national community took measures to create institutional capacity to perform this essential function, it was not until the outset of the Five Year Plan that the significance of a well-conceived programme of training became widely appreciated. The introduction of the concept of the cluster made it possible for the friends to think about the accelerated growth of the community on a manageable scale and to conceive of it in terms of two complementary, reinforcing movements: the steady flow of individuals through the sequence of institute courses and the movement of clusters from one stage of development to the next. This image helped the believers to analyse the lessons being learned in the field and to employ a common vocabulary to articulate their findings. Never before have the means for establishing a pattern of activity that places equal emphasis on the twin processes of expansion and consolidation been better understood. Indeed, so consistent has been the experience with intensive programmes of growth, implemented on the basis of this understanding in divers clusters, that no cause for equivocation remains. The way forward is clear, and at Ridvan 2006 we will call upon the believers to steel their resolve and to proceed with the full force of their energies on the course that has been so decidedly set. In presenting to you the features of the coming Five Year Plan, the subject of your deliberations in this conference, we will review the record of recent accomplishments of the Bahá&#8217;í world and indicate how current approaches, methods and instruments should be carried to this next stage. What the analysis will make evident is that the wholehearted response of the individual believer, the community and the institutions to the guidance they received five years ago has raised their capacity to new levels. The continued development of this capacity will remain essential to the aim of advancing the process of entry by troops &#8211; the focus of the Bahá&#8217;í world through the final years of the first century of the Formative Age. 			<content:encoded><![CDATA[<p><img class="alignleft" src='http://bahairants.com/wp-content/uploads/2008/01/pick-and-choose-bahai-faith.png' alt='pick-and-choose-bahai-faith' />In the comment discussion that took place for the previous post: <a href="http://bahairants.com/pre-approved-individual-investigation-of-truth-166.html"><em>Pre-Approved</em> Individual Investigation of Truth</a> an interesting concept was touched on.</p>
<p>Because it is worthy of further discussion, I wanted to spend some more time on it. Since I read a very good treatment of it by another Baha&#8217;i, I&#8217;d thought I&#8217;d simply share their thoughts with you, rather than try to rehash it myself.</p>
<p>Here&#8217;s a morsel to whet your appetite (the link at the bottom takes you to the complete post):</p>
<blockquote><p>I was facilitating the class, and I pointed out that the last part of discussion question #12 was added in by the editors. The original text says nothing about &#8220;accepting the Truth of His Cause in its entirety.&#8221; Also, if you read the whole tablet, it&#8217;s kept ambiguous whether this is &#8220;Baha&#8217;u'llah&#8217;s Cause&#8221; or &#8220;God&#8217;s Cause&#8221; or whether we mortals can even make a distinction between those two, since God is unknowable to us. This use (by the Ruhi editors) of &#8220;His Cause&#8221; instead of &#8220;God&#8217;s Cause&#8221; or &#8220;This Cause&#8221; puts the focus on Baha&#8217;u'llah. This may be where the focus should be, or it may not. The point is, the discussion question has changed the ambiguity and higher-level abstractions in the original text and asked participants to react to a statement more clearly centered on Baha&#8217;u'llah and the Baha&#8217;i Faith, rather than God and the &#8220;changeless Faith of God, eternal in the past, eternal in the future.&#8221;</p>
<p>When I pointed out the problems with inserting the phrase &#8220;in its entirety&#8221; I met with some of the typical remarks I often hear from my co-religionists. A favorite one is &#8220;you can&#8217;t pick and choose. You must accept everything.&#8221; Bad logic, of course, but it&#8217;s a popular notion. I responded as I often do, with the idea that if you accept everything in its entirety, then you accept the Kitab-i-Iqan, our &#8220;Book of Certitude,&#8221; in which Baha&#8217;u'llah reveals to us that much scripture is in the language of metaphor, and not to be taken literally. You must also accept the idea that we should use science and our rational thinking to enhance our understanding of our religion. You can&#8217;t reject that, because if you take the Baha&#8217;i Faith in its entirety, you can&#8217;t get away from such fundamental teachings. And, with that said, we do in fact pick and choose. The Baha&#8217;i book of laws (the &#8220;Most Great Book&#8221;) suggests that we be buried in caskets of crystal, but few Baha&#8217;is do this. Arsonists are to be burned, but no Baha&#8217;i seriously advocates for us to use branding or burning-at-the-stake as a punishment for arson. A law that men should not grow their hair beyond their ears is probably a polite way of forbidding men from engaging in sex work, if you understand the 19th century Persian context into which that Book was revealed. Clearly one can see in photographs that &#8216;Abdu&#8217;l-Baha, our perfect example, didn&#8217;t follow that law literally. So, we Baha&#8217;is do pick and choose which rules or teachings we accept literally and which we take metaphorically, and without any authorized interpreter left on this mortal plane, we really don&#8217;t have any persons with authority to tell us when we are correct or incorrect in our interpretations and understandings of the many metaphorical teachings. So often the scriptures are abstract, and rarely are they concrete or specific. So, we&#8217;re left to be mature and thoughtful and rational, and take things as best we may. So, this is a religion where we do some picking and choosing.</p></blockquote>

			<content:encoded><![CDATA[<p>Here is an interesting post made by fellow Baha&#8217;i blogger, <a rel="nofollow" href="http://dailybahai.com/">Neghan</a>. For some reason he decided to erase his writing after publishing it on the web. </p>
<p>Similar to the <a href="http://bahairants.com/those-naughty-naughty-bahai-dissidents-391.html">previous occasion where a fellow blogger decided to self-censor</a> themselves, I&#8217;ve plucked the content from <a rel="nofollow" href="http://72.14.209.104/search?q=cache:VY-dljor8rsJ:dailybahai.com/%3Fm%3D200711+%22I+read+an+article+in+the+latest+issue+of+the+American+Baha">Google Cache</a> and present it here for your reading pleasure. I&#8217;m not sure why Neghan decided to remove this because to me it doesn&#8217;t cross any lines, nor does it reveal anything which others have not already expressed.</p>
<p>Of particular interest is this excerpt:</p>
<blockquote><p>Until we realize that what worked in 1950’s and 1960’s Latin American countries, in homogeneous and often poorly educated communities with a completely different concept of time and with very different learning styles is not the best solution for bringing in the masses everywhere (especially in the West). Mix in the overzealous (bordering on fundamentalist) zeal encouraged in the training programs that appears to clash with much of Baha’i culture and alienates many of the existing Baha’is and you’ve got a real mess. I’m not sure how long it may take for the issues here to be realized, but we as Baha’is should be supportive and let things play out as they will. Perhaps one day we will be open to ideas about adapting content and delivery to different audiences, having a more customer-centered approach in our community relations, and more effectively and strategically using technology, messaging, and marketing tools to communicate, train, and empower believers to change the world.</p></blockquote>

<p>So it is published again in the interest of sharing and encouraging dialogue (with minimal changes to correct spelling &#038; grammar). I hope that Neghan does not take offense since none is intended.</p>

<p><strong>Finding Hidden Purposes in Obedience</strong></p>
<p>It has been a while since I posted anything so here is something extra spicy for you all to chew on.</p>
<p>I read an article in the latest issue of the American Baha’i newspaper and it got me to thinking. In the article, written by the eminent John Hatcher, we are reminded that receiving mandates from the Universal House of Justice is essentially as if we are receiving mandates from God. Therefore, the article tells us essentially to do our Ruhi study classes, and whatever else the House asks of us, in a spirit of loving obedience. I really liked the article; I just have a bit of a twisted spin on it. Let me explain.</p>
<p><strong>God works in mysterious ways — we mortals have a bad track record in figuring out His methods</strong></p>
<p>If we look at religious history, and we look at those who were divinely guided and the choices they had to make, we see that infallibility is often not understood by the people of the time. Think about Abraham who was told to sacrifice His son. Abraham did not understand why He was being asked to do this. Clearly, infanticide was not going to be good for growth in the community. But this was a task that God asked Him to do, so He was willing to do it, and this taught us all a lesson about true obedience. Think about Noah who was told to sacrifice everything and get branded a fool by his people to build an ark. Think about how then he was promised by God when the Flood would arrive. The day came and the flood didn’t happen. Did Noah freak out and abandon God? No, he kept his faith and admitted that He did not understand. Sometimes the reasons for certain decisions won’t become clear until 5, 10, 50, or 100 years from now. Sometimes certain infallible decisions of divinely guided people (and today Institutions) may not lead to the results we expect in the way we want. In fact, sometimes those results may even be the opposite of what we expect, but they may have some bigger lesson to teach us in the process that turns out to be critical to achieving the ultimate ends we desire.</p>
<p><strong>Example from the Old World</strong></p>
<p>Let me give you an example. Beware, I’m now going to go into some politics here on the DailyBaha’i blog. This is just my individual interpretation of events going on in the world around us and it is no reflection on any kind of official Baha’i interpretation of events. These are just my musings. Here goes: I understand that the Lesser Peace (the political peace of the world where nations essentially band together to outlaw war) is prophesied to happen in the ‘near’ future. I also understand that America is prophesied to lead the world to this new reality. For that to happen, America needs to realize that it is incapable of running the world with bullying tactics and of always getting its way with brute force. For this realization to happen, certain groups in America who have visions of American Global Dominance (or Pax Americana) which is a vision of our country being ordained (by God or something) to rule over the world as a benevolent master, need to be discredited. These ultra nationalists have at last had their chance to run the affairs of this country the way they have always wanted. They have had their cowboy president who uses force first and asks questions later. These America-First folks may not ever change their views themselves, but their views have been largely discredited in this country. Now that they have been discredited, they will have less influence and be less of a hindrance in the path to the Lesser Peace. Had they not been discredited, they may have used their powerful lobbying organizations, thinktanks, and media outlets to block any attempts to create a Peaceful New World Order. And yes, I know how it makes them go into a wild frenzy when I use that last term…New World Order.</p>
<p><strong>Ruhi as a Cleansing Force</strong></p>
<p>This brings us back to the Baha’i Faith. Perhaps the current initiatives will play out as we hope, and study circles will lead to ‘A’ clusters which will lead to intensive programs of growth which will lead to entry by troops and on and on. Or, perhaps the current initiatives will not work out the way we believe they will? Perhaps we have some key lessons to learn yet as a community? Perhaps the current process will, as some suspect, lead to great tests for believers who have any kind of relevant experience and who may see this massive endeavor as flawed if it expects to immediately increase the ranks of the believers. In fact, some even think it might lead to less active and less enthusiastic Baha’is, in the West in particular. But perhaps this needs to happen? Perhaps Ruhi is a cleansing of the ranks of the Baha’is of those who are not willing to suck up their ego and do things their experience and intellect tells them will not work? What greater test than this could a professional with years of experience and insight have?</p>
<p><strong>Perhaps building the Ark is more about clearing the forest then building a ship</strong></p>
<p>Perhaps Ruhi is a cleansing force sent to clear out our communities and institutions of past initiatives and efforts? If this is true, then I see three possible effects of this process.</p>
<p>(1.) A certain well-meaning ‘school of thought’ about how to bring in the masses that is the driving force behind the Ruhi training program will need to be exhausted. Unfortunately, I fear that until these ideas have been tried and tried again, without achieving the desired results, we won’t be able to change the way we do things. I’m not trying to sound cynical here, but I feel that we are putting too much emphasis on past experiences that occurred in very different circumstances and not learning from what is available in today’s world. Therefore we need to support these efforts so that we can learn to break from the past and get to the next level. I’m not sure how long it may take for the issues here to be realized, but we as Baha’is should be supportive and let things play out as they will. Perhaps one day we will be open to ideas about adapting content and delivery to different audiences, having a more customer-centered approach in our community relations, and more effectively and strategically using technology, messaging, and marketing tools to communicate, train, and empower believers to change the world.</p>
<p>(2.) The second effect may be that our communities are being cleansed of all the old institutions (such as National Teaching Committee in the United States which was recently disbanded), so that we can focus more on Ruhi classes and the Institute Process. This cleansing is wiping away all the old ways of doing things and opening the way for new solutions in the future. We may continue to gut programs and offices that do not appear to help ‘the focus’ until all that is left is a bare bones operation. At that point we may be ready for creative, dramatic, and critical changes to the way we do things that can then get this show on the road and start effective and sustainable growth.</p>
<p>(3.) Finally, those of us with logic- and evidence-based educational backgrounds, real-world organization building experience, open-minded and creative approaches to spiritual development, and individualistic thinking tendencies will continue to be severely tested by the current Plans of our communities. Those of us who cannot learn to be obedient when every fiber of our experience tells us that this won’t work and may actually be accomplishing the opposite effects in the community (in the near term), will likely flush ourselves into inactivity, or even out of the community. But those of us who can see the bigger picture and humble ourselves and admit that there may be things going on that we just don’t understand at this time may find that our obedience muscles stronger than ever and ready for any new tests that life will throw at us. This may in turn create a smaller but more effective core of believers ready to implement the dramatic and powerful campaigns that may be introduced in the future.</p>
<p><strong>The Whirlwind Doesn’t Have to Explain Itself to Little Old Me</strong></p>
<p>This is just one scenario. I don’t know what will happen. Perhaps I am wrong and things will not play out like this? I hope I am wrong, because the scenario painted above is rather grim. I have no crystal ball. All I know is that I love the Baha’i Faith and that I don’t understand God’s methods. There are many times that I, perhaps a little bit like Job, look into the Whirlwind and have to admit that I just don’t understand what is going on. I know that I love the Universal House of Justice, and that I cherish Their every word, and that I pray for the strength to manifest the loving obedience required in our times.</p>
